Estimated UM Release Date: 07/16/2021 Proposed Resolution: MOTOR stated: MOTOR will be updating the labor data on the roof rack to state as follows: R&R time adjusted to .2 on each side rail from 1.1 and FOOTNOTE updated to state "Time is AFTER headliner is lowered to gain access" from "Time INCLUDES lowering headliner to gain access." Footnote line that states, "Time is for procedure as outlined in the OEM service manual" will be removed. This update will allow the repairer to add the individual components labor time encountered within their specific repair plan of the roof rail on their impacted vehicle to their estimate.

Issue Summary: The foot notes says that it is included to drop the headliner for access to remove the side luggage rack rails. Considering it is only "drop". When looking in GMSI it states "It is only necessary to lower the headliner. Only do those steps in the headliner replacement procedure that will lower the headliner enough to gain access to the part."
Suggested Action: Since it procedure is NOT specific to exact what parts need to be removed to gain access, this leaves it up to interpretation how the technician will remove what parts to gain access. Since there is a specific labor time from MOTOR, we need to know which specific parts were determined to be factored in the time, otherwise since its up to interpreation we ask that the headliner NOT be included in any way and allow the estimator to determine wtih the tech, what exact interior trims are required to be removed to gain access.
